What really is the best website to find cheap flights around the world?

I know there are dozens out there. I’m just wondering if anyone can tell me which one really is the best for finding cheap fares for international flights.
Also, any tips in terms of looking for cheap flights? Times to look? Certain airlines? (I know about ryanair) Seat sales?
